Thanks for posting and welcome to the Bose Community.
At this moment in time, there is not a Bose Connect App for any PC/Mac. However, you don't need this application to use the headset wirelessly with your Dell PC.
You just need to connect the headset via Bluetooth to the PC, or you can also use the wired connection.
