Bose qc 35 ii keep disconnecting from laptop and will not connect to phone

My Bose QC 35 ii keeps on disconnecting from my laptop (mac book air) and due t the troubleshooting i have attempted (forgetting the device on phone) it can no longer connect to my phone, it just says connection unsuccessful make sure Bose QC ii is turned on and in range (which it is). I have already tried power cycling it and everything else i could find on the forums
