Good morning! Thanks for posting. Is there any power to the headphones, can you turn them on? I would recommend by starting with changing out the USB cable in case it is damaged and couldn't provide a charge for the headphones. I have included a link for the cable here for you.
If you can get power to the headphones I would suggest trying a reset as well, I have included the steps for this below:

This worked for me only AFTER switching to a USB block with LESS than 1a output. Tested this on both my soundsport wireless as well as my wifes. Never met a product that requires specific power output and doesn't include the proper charging equipment. It 10% should be on the Bose support page as well as the product documentation. No charging on any USB source that can output more than 1a.
