World: Environmental vs Conversation

I am slightly confused about the World Volume. The sales literature says it's for controlling the "environmental" sounds of the world. I thought that might mean HVAC, jet engine rumble, restaurant background noise, etc., IOW, an adjustable Noise Cancelling control.
Having used my Hearphones for only a few hours, it seems World Volume also controls the volume of conversation, too. I did not expect that. I thought I could push the noise of the world down and still hear people talking. In technical terms, I expected constant frequencies would be cut or eliminated (like my QC35s) but a Bandpass filter would allow and even boost (better yet, compress) frequencies in the human voice range.
The sales literature says they are "conversation enhancing". I'm not hearing that. If the people around me are amplified, so is the rest of the ambient noise. Soft talkers are still soft compared to loud talkers. Sure a compression algorithm could have been employed to level the differences.
I've tried Directivity, Bass/Treble. Modes, etc. The ability to hear voices over background noise just isn't there.
What am I missing?
