Can you check to see if there is a remote setting within the cable box? It may be set to RF or Bluetooth possibly instead of IR command.
Have you also tried rebooting the cable box as well by disconnecting power for 1 minute?

This is a tough one as the Bose universal remote was designed to control thousands of devices, it's hard to map over every single button of the device remote to the Bose. One thing you can try, as this might be a partial code for a similar product in the brand, is to try reprogramming with the same code, and using the guide button to test if it's working. With each volume + command, it will switch to the next code within the brand. If it works, you would want to hit EXIT to save the code.
